In January 2016, after a public bidding process, the NCWEDD Board of Directors contracted with Community Attributes, Inc. of Seattle to contribute data gathering, community engagement and planning consulting services, and kick off the Okanogan Economic Recovery Plan (OERP).
In collaboration with affected communities, municipal staff, local chambers of commerce, long term recovery groups (LTRGs) and other stakeholders, the OERP project team developed an analysis that reflects local perspectives and identifies opportunities for economic recovery and resilience in response to the 2014-2015 wildfires. The OERP planning process encompassed four broad task areas: Coordination and Engagement involved frequent contact, guidance, and input from the project Steering Committee. Direct community outreach and engagement across multiple channels - including focus groups, an online web portal, community events and social media played a vital role in the overall analysis and proposed strategies resulting from the project. |
The Analysis phase synthesizes existing data sources, including quality of life and economic impact indicators developed specifically for Okanogan County planning efforts, to provide an assessment of the strengths, weaknesses, opportunities and threats to short- and long-term wildfire recovery and strengthening. The goal was to bring demographic, economic, environmental and market insights together with the ideas and priorities of affected communities and to identify projects and strategies to rebuild and enhance local communities.
The Draft and Final Plan phase included multiple reviews and workshops with the project Steering Committee and NCWEDD staff, as well as development of an online interactive version of the plan where community stakeholders can access and review projects and strategies.
A Project Launch by the NCWEDD will be designed to present the final plan for wildfire recovery and strengthening to the affected communities, participating stakeholders, and the media, to help generate the energy and momentum necessary for implementing economic recovery and resilience strategies moving forward.
